LOCAL PROPOSALS:

ASHLAND TOWNSHIP

FIRE EQUIPMENT MILLAGE

Shall the previous voted millage increase in the tax limitations imposed under Article IX, Section 6 of the Michigan Constitution in Ashland Township of ½ mill ($0.50 per $1,000 of taxable value), which have been reduced to .4955 mills by required millage rollbacks be renewed and increased to the original voted ½ mill ($0.50 per $1,000 of taxable value) and levied for 4 years (2023 through 2026 inclusive) for the purpose of funding capital expenditures in the Fire Equipment Fund and paid to the Ashland-Grant Fire District under the joint fire protection contract between Ashland and Grant Townships and the City of Grant; and shall the Township levy such increase in millage for said purpose during said period, thereby, raising in the first year an estimated $44,765?

DENVER TOWNSHIP

Shall the previous voted millage increase in the tax limitations imposed under Article IX, Sec. 6 of the Michigan Constitution in Denver Township of 1 mill ($1.00 per $1,000 of taxable value), reduced to 0.9871 mills ($0.9871 per $1,000 of taxable value) by the required millage rollbacks, be renewed at and increased up to the original voted 1 mill ($1.00 per $1,000 of taxable value) and levied for a period of four (4) years, 2023 through 2026 inclusive, to provide funds for fire protection. If approved and levied, this millage will raise an estimated $49,673.49 in the first year of levy. The revenue from this millage will be distributed to such other or fewer local units of government, including authorities, as the Township Board determines appropriate.

ROAD MILLAGE PROPOSAL

Shall the previously voted increase in the tax limitations imposed under Article IX, Sec. 6 of the Michigan Constitution in Denver Township of 1 mill ($1.00 per $1,000 of taxable value), reduced to 0.9623 mills ($0.9623 per $1,000 of taxable value) by the required millage rollbacks, be renewed at and increased up to the original voted 1 mill ($1.00 per $1,000 of taxable value) and levied for a period of six (6) years, 2023 through 2028 inclusive, to provide funds for improving and maintaining public roads. If approved and levied, this millage will raise an estimated $49,673.49 in the first year of levy. The revenue from this millage will be distributed to such other or fewer local units of government, or entities, as the Township Board determines appropriate.

HOME TOWNSHIP

OPERATING FUNDS MILLAGE INCREASE PROPOSAL

Shall Home Township impose an increase of up to 2 mills ($2.00 per $1,000 of taxable value) in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution and levy it for 8 years, 2022 through 2029 inclusive for the purpose of providing sufficient funds to continue with general operating township purposes, and maintaining the township buildings, cemeteries, and business expenses that the township incurs. Which 2 mills increase will raise an estimated $29,738.21 in the first year the millage is levied.

EMERCENCY MEDICAL FIRST RESPONDER AND FIRE PROTECTION SERVICES MILLAGE INCREASE PROPOSAL

Shall Home Township impose an increase of up to 1.75 mills ($1.75 per $1,000 of taxable value) in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution and levy it for 8 years, 2022 through 2029 inclusive for the purpose of providing funds for operation of emergency medical first responder and fire protection services, which 1.75 mills increase will raise an estimated $26,020.93 in the first year the millage is levied “of which a portion will be disbursed to the Lilley Township Fire Station or fewer local units of government as the Township Board determines appropriate.”

ROAD BRINING MILLAGE INCREASE PROPOSAL

Shall Home Township impose an increase of up to 1 mills ($1.00 per $1,000 of taxable value) in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution and levy it for 8 years, 2022 through 2029 inclusive for the purpose of brining for the gravel roads within Home Township, which 1 mills increase will raise an estimated $14,869.10 in the first year the millage is levied, Where the millage may be disbursed to multiple units or units under an agreement or contract subject to change.

LILLEY TOWNSHIP

OPERATING FUNDS MILLAGE RENEWAL PROPOSAL

Shall the previously voted increase in the tax rate limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes in Lilley Township of 0.7330 mills ($0.7330 per $1,000 of taxable value), reduced to 0.6995 mills ($0.6995 per $1,000 of taxable value) by the required rollbacks, be renewed at 0.6995 mills ($0.6995 per $1,000 of taxable value), and shall Lilley Township levy such millage annually for four (4) years, 2023 through 2026, inclusive, to provide funds for the general operation of Lilley Township, thereby raising an estimated $30,867 in the first year of the levy?

MEDICAL FIRST RESPONDERS MILLAGE RENEWAL PROPOSAL

Shall the previously voted increase in the tax rate limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes in Lilley Township of 0.4866 mills ($0.4866 per $1,000 of taxable value), reduced to 0.4642 mills ($0.4642 per $1,000 of taxable value) by the required rollbacks, be renewed at 0.4642 mills ($0.4642 per $1,000 of taxable value), and shall Lilley Township levy such millage annually for four (4) years, 2023 through 2026, inclusive, to provide funds for the operation of the Lilley Township Medical First Response Service in Lilley, thereby raising an estimated $20,484 in the first year of the levy?

FIRE PROTECTION SERVICES MILLAGE RENEWAL PROPOSAL

Shall the previously voted increase in the tax rate limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes in Lilley Township of 1.4661 mills ($1.4661 per $1,000 of taxable value), reduced to 1.3991 mills ($1.3991 per $1,000 of taxable value) by the required rollbacks, be renewed at 1.3991 mills ($1.3991 per $1,000 of taxable value), and shall Lilley Township levy such millage annually for four (4) years, 2023 through 2026, inclusive, to provide funds for the general operation of Lilley Township Fire Department and the provision of fire protection services within Lilley Township, thereby raising an estimated $61,738 in the first year of the levy?

CEMETERY MILLAGE RENEWAL PROPOSAL

Shall the previously voted increase in the tax rate limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes in Lilley Township of 0.2442 mills ($0.2442 per $1,000 of taxable value), reduced to 0.2329 mills ($0.2329 per $1,000 of taxable value) by the required rollbacks, be renewed at 0.2329 mills ($0.2329 per $1,000 of taxable value), and shall Lilley Township levy such millage annually for four (4) years, 2023 through 2026, inclusive, to provide funds for the operation and maintenance of the Lilley Township Cemetery, thereby raising an estimated $10,277 in the first year of the levy?

LINCOLN TOWNSHIP

ROAD MILLAGE RENEWAL PROPOSAL

Shall the previously voted increase in the tax rate limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes in Lincoln Township of 1.9822 mills ($1.9822 per $1,000 of taxable value), as reduced by required millage rollbacks to 1.9639 mills ($1.96 per $1,000 of taxable value), be renewed annually for four (4) years, 2022 through 2025, inclusive, to provide funds for public road maintenance and improvements in Lincoln Township and shall Lincoln Township be authorized to levy such renewal millage for said purposes?

If approved and levied, this millage would raise an estimated $91,865.85 in the first year of the levy, all or a portion of the revenues from this millage will be disbursed to the Newaygo County Road Commission for public road maintenance and improvements within Lincoln Township.

NORWICH TOWNSHIP

EMS MILLAGE RENEWAL PROPOSAL

Shall the expired previous voted increase in the tax limitations imposed under Article IX, Sec. 6 of the Michigan Constitution in Norwich Township, of 1 mill ($1.00 per $1,000 of taxable value), be renewed at up to the original voted 1 mill ($1.00 per $1,000 of taxable value) and levied for 4 years, 2022 through 2025 inclusive, for the purpose of funding an EMS/ambulance program within Norwich Township, raising an estimated $25,930.27 in the first year the millage is levied?

TROY TOWNSHIP

CEMETERY MAINTENANCE, REPAIR AND UPKEEP MILLAGE RENEWAL PROPOSAL

Shall the tax rate limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on the amount of general ad valorem taxes within Troy Township, currently 0.4998 mill ($0.4998 per $1,000 of taxable value), be renewed and levied for four years, 2023-2026, both inclusive, subject to reduction as provided by law, on taxable property in the Township to provide funds for maintenance, repair and upkeep of the cemetery and building at the Troy Township Cemetery?

It is estimated that a levy of 0.4998 would provide revenue of $6,456 in the first calendar year. The revenue from this millage levy will be disbursed to the Township of Troy.  

FIRE PROTECTION PURPOSES MILLAGE PROPOSAL

Shall the limitation on general ad valorem taxes imposed under Article IX, Section 6 of the Michigan Constitution against all taxable property within the Township of Troy be increased by an additional 1.000 mill ($1.00 per $1,000 of taxable value) for a period of three years, beginning in 2022 and continuing through 2024, both inclusive, to raise additional funds for fire protection services within the Township?

It is estimated that a levy of the additional 1.000 mill would provide revenue of $12,918 in the first calendar year. The revenue from this millage levy will be disbursed to the Township of Troy.

WILCOX TOWNSHIP

ROAD MILLAGE PROPOSAL

Shall Wilcox Township impose and increase and levy of up to 3 mills ($3.00 per $1,000 of taxable value) in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution and levy it for 4 years, 2022 through 2025 inclusive, for the purpose of maintaining, repairing, replacing and/or improving public roads within Wilcox Township, which 3-mills increase will raise an estimated $93,000 in the first year the millage is levied?

GRANT PUBLIC SCHOOLS

OPERATING MILLAGE PROPOSAL

This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its full revenue per pupil foundation allowance and restores millage lost as a result of the reduction required by the “Headlee” amendment to the Michigan Constitution of 1963.

Shall the currently authorized millage rate limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Grant Public Schools, Newaygo, Kent and Muskegon Counties, Michigan, be renewed by 18.118 mills ($18.118 on each $1,000 of taxable valuation) for a period of 4 years, 2023 to 2026, inclusive, and also be increased by .5 mill ($0.50 on each $1,000 of taxable valuation) for a period of 4 years, 2023 to 2026, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2023 is approximately $1,110,335 (this millage is to renew millage that will expire with the 2022 levy and to restore millage lost as a result of the reduction required by the “Headlee” amendment to the Michigan Constitution of 1963 and will be levied only to the extent necessary to restore that reduction)?

REED CITY AREA PUBLIC SCHOOLS

OPERATING MILLAGE RENEWAL PROPOSAL

This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance and renews millage that will expire with the 2022 tax levy. The remaining 1.1031 mills are only available to be levied to restore millage lost as a result of the reduction required by the “Headlee” amendment to the Michigan Constitution of 1963 and will only be levied to the extent necessary to restore that reduction.

Shall the currently authorized millage rate limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Reed City Area Public Schools, Osceola, Mecosta, Newaygo and Lake Counties, Michigan, be renewed by 19.1031 mills ($19.1031 on each $1,000 of taxable valuation) for a period of 5 years, 2023 to 2027, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2023 is approximately $2,393,387 (this is a renewal of millage that will expire with the 2022 tax levy)?

TRI COUNTY AREA SCHOOLS

OPERATING MILLAGE RENEWAL PROPOSAL

This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance and renews millage that will expire with the 2022 tax levy.

Shall the currently authorized millage rate limitation of 18 mills ($18.00 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Tri County Area Schools, Montcalm, Kent and Newaygo Counties, Michigan, be renewed for a period of 2 years, 2023 and 2024, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2023 is approximately $2,424,637 (this is a renewal of millage that will expire with the 2022 tax levy)?

LIBRARY PROPOSALS:

HESPERIA COMMUNITY LIBRARY 
(QUALIFIED ELECTORS IN THE VILLAGE OF HESPERIA; AND THE TOWNSHIPS OF: DENVER AND BEAVER (EXCEPT THAT PORTION LOCATED WITHIN THE WALKERVILLE COMMUNITY SCHOOL DISTRICT)

LIBRARY MILLAGE PROPOSAL

Shall the Hesperia Community Library, Counties of Newaygo and Oceana, Michigan, be authorized to levy annually an amount not to exceed .89 mill ($0.89 for each $1,000 of taxable value), of which .8333 mill is a renewal of the millage rate that expired in 2021 and .0567 mill is new additional millage to restore the millage rate previously authorized and to provide for additional funding, against all taxable property within the Hesperia Community Library district for a period of four (4) years, 2022 to 2025, inclusive, for the purpose of providing funds for all district library purposes authorized by law? The estimate of the revenue the Hesperia Community Library will collect in the first year of levy (2022) if the millage is approved and levied by the Library is approximately $149,000.
